The Richmond Redevelopment and Housing Authority (RRHA) is governed by a board of commissioners whom the Richmond City Council appoints.

The Board of Commissioners meets monthly the third Wednesday of each month at 5.30pm, at the offices of RRHA 901 Chamberlayne Parkway Richmond, Virginia 23220. Please call 804-780-4200 to confirm or e-mail us at info@rrha.com.

THE RRHA BOARD OF COMMISSIONERS

Commissioner Elliott Harrigan is the Chairman of the Board of Commissioners. He is also the president of Harrigan & Company Inc., a real estate investment, development and management company. His responsibilities include general corporate management including finance, legal and strategy. Harrigan is a member of the Better Housing Coalition Commercial Advisory Committee. Previously, he served on the Historic Richmond Foundation Board of Trustees and Real Estate Committee.
Commissioner Marilyn B. Olds is Vice Chairman of the Board of Commissioners. Her activities include being a graduate of the Richmond Bureau of Police Citizens Academy, member of the Virginia Poverty Laws group and Woodville Elementary School Steering Committee, President of RRHA Resident Patrols, Deacon for Faith Community Baptist Church and a volunteer for numerous children's programs such as the Creighton Court Steppers.
Commissioner J. Russell Parker III offers RHRA more than 26 years' experience in the building industry, a distinguished record of community service and the desire to make homeownership a reality for greater numbers of Richmonders. President and CEO of Parker Lancaster Corp., a building company, Commissioner Parker has worked in the housing industry in eight cities in North Carolina and Virginia. He has been working in inner city housing markets with RRHA, Richmond Better Housing Coalition and local contractor CDI. Active in the greater Richmond community, Commissioner Parker is the Year 2000 President of Home Builders Association of Richmond, an organization with which the commissioner works to make homeownership accessible to low- and moderate-income families.
Commissioner Guenet M. Beshah, Esq. Richmond City Council has announced the appointment of Guenet M. M. Beshah, Esq. to a four-year term with the Richmond Redevelopment and Housing Authority (RRHA) Board of Commissioners. Her appointment began on February 13, 2006.

Beshah is an Executive Coach and Director of the Executive Coaching Program for Capital One. Her responsibilities include creating individualized development action plans for Capital One executives to optimize their performance. Beshah has been a member of several prestigious boards including the Virginia State Bar Corporate Counsel Section [current], Richmond Bar Association and the State Old Dominion Bar Association. She was appointed by Mayor L. Douglas Wilder to a committee studying the City Attorney’s Office and conceived and implemented the Virginia Minority Bar Preparation Program.

Beshah received her Bachelor of Arts Degree in Political Science from Hampton University in Hampton, Virginia and went on to earn a Doctor of Jurisprudence Degree from Duke University School of Law in Durham, North Carolina.

Commissioner Cindy A. Mims holds the position of Community Development Manager/Vice President at SunTrust. With more than 20 years experience in the field of community development, Mims has earned distinction in several arenas. She has served on multiple non-profit boards; received her Leadership Certification from the American Women’s Association; and is a graduate of the United Way Board Management Series. Mims is a graduate of the Virginia School of Banking. Current Term:
Commissioner James “Turk” Sties
James Sties, a retired Federal Reserve Bank administrator, is active in various community and civic endeavors. He served as chairman of the Near West Neighborhood Team for several years and is now vice-chairman of the city’s Monroe Park Advisory Council and the 2nd District representative to the Mayor’s Neighborhood Roundtable. Sties also graduated from the Citizen’s Police Academy and from the City’s Local Government Academy. He also served on the former Empowerment Zone Committee, the city’s former Customer Service Task Force and the former Neighborhoods in Bloom review board. For 10 years, he also served as a Junior Achievement advisor and tutor at Binford Middle School. Sties also participates in Virginia Commonwealth University’s Community Advisory Group meetings.

Sties is a graduate of Virginia Commonwealth University.

Commissioner Orlando C. Artze is executive vice president and chief operating officer of the community development corporation, Community Housing Partners, which creates environmentally conscious, “green” sustainable housing throughout the southeast. He is also president of the Virginia Housing Coalition, which serves low- and moderate-income Virginia residents. The non-profit promotes housing assistance from federal, state and local sources. Before joining Community Housing Partners, Mr. Artze spent 19 years at Local Initiatives Support Corporation (LISC) where he became Program Vice President for the S outheast and Minnesota regions. Artze holds a Master’s in Business Administration from Baruch College, City University of New York and also has a Master of the Arts in American History from Stony Brook University, State University of New York.
