RRHA serves more than 10,000 residents in approximately 4,100 public housing units and through its various Assisted Housing programs ( Housing Choice Voucher Program) provides subsidized housing assistance to more than 3, 200 families. RRHA also manages neighborhood redevelopment, conservation, and homeownership programs throughout the City of Richmond.

Under the Chief Executive Officer' s leadership are the Finance and Administration Department, Human Resources, the Property Management Department, the Real Estate Development Department, the Technology, Planning and Research Department, Procurement , the Community Relations and Marketing Department , and the RRHA Police Department.

Finance and Administration

The Finance and Administration Department keeps the internal operations of the authority operating efficiently and effectively. The department is composed of Finance, Accounts Payable, Accounts Receivables and Budget.

Human Resources

The Human Resources Department promotes employee relations, directs benefits administration and maximizes employee training and development; along with recruiting and developing a top-notch, skilled, workforce for the agency.

Procurement

The Procurement Department serves as the centralized procurement and contracting office for the RRHA and acts as a liaison between vendors and all departments and leads the agency’s efforts to promote minority-, women-owned and small business contracting opportunities with RRHA. Risk Management, Records Management, and Fleet Management are also led by this department.

Property Management

The Property Management Department is composed of Housing Management, Maintenance and Modernization, and the Housing Choice Voucher Program . RRHA manages and maintains housing developments for low-income families, low-income elderly, and the disabled throughout the city of Richmond.

Through the Housing Choice Voucher Program, (also know as Section 8) RRHA provides rental assistance to qualified low-income families in the private rental market. RRHA forms partnerships with landlords to provide quality, affordable housing throughout the metro Richmond area.

Real Estate Development

The Real Estate Development Department, comprised of Development, Redevelopment, and Homeownership programs, works with the City of Richmond to designate certain neighborhoods as redevelopment or conservation areas, and these designations allow RRHA to revitalize neighborhoods. RRHA acquires land in the targeted areas, carefully selects developments and is able to provide low-interest loans and offer tax incentives to developers and first-time homebuyers. RRHA works with neighborhood residents, public housing residents and homeowners alike to build successful, economically mixed-income communities. These community redevelopment activities range from residential to commercial to industrial revitalization.

Through this department, RRHA offers an array of homeownership opportunities for the first-time homebuyer and others. Beautiful, newly- constructed homes or revitalized houses are available for sale in neighborhoods throughout Richmond. Additionally, RRHA and its partners provide financial incentives for qualified buyers which may include down payment assistance, closing costs assistance and more

Community Relations and Marketing

Through strategic partners to advance the goals of the agency, RRHA provides an array of community relations and marketing services. The agency strives to ensure residents have access to supportive services and economic and educational programs to strengthen families and promote self-sufficiency and improve the quality of life.

Through the Resident Services Division, the Community Relations and Marketing Department provides information, programs and services for the families of public housing to advance self-sufficiency and affect the quality of life for residents. RRHA residents can participate in a wide array of programs focusing on employment and training, economic and education, and recreation. Programs are available for residents of all ages in various facilities and housing developments throughout the city.

This department also leads comprehensive internal and external communications initiatives including public and media relations, special events, management of the agency’s Web site, marketing RRHA’s programs and accomplishments.

Technology, Planning and Research

The Technology, Planning, and Research department is a strategic asset to the Richmond Redevelopment and Housing Authority whose efforts and resources are aligned with the authority's business goals and objectives. The department is responsible for the Strategic Agency Plan administration, federal and city regulatory compliance, technology systems business process improvements, and research and analysis of housing, economic, and demographic conditions and trends.

RRHA Police Department

The RRHA Police Department implements crime prevention and community education efforts throughout RRHA communities in partnership with the Richmond Police Department and other local, state, and federal crime prevention agencies. The department is dedicated to promoting RRHA’s commitment to public safety and working closely with residents, the community, and the City of Richmond in reducing and preventing crime.
