RRHA serves more than 10,000 residents in
approximately 4,100 public housing units and
through its various Assisted Housing programs(
Housing Choice Voucher Program) provides subsidized
housing in more than 3,100 units. RRHA also
manages neighborhood redevelopment and conservation
programs throughout the City of Richmond.
Under the Executive Director' s leadership
are the Administration Department, the Affordable
Housing Department, the Community Revitalization
Department, the Technology Planning and
Research Department, the Communications
Office, and the RRHA Police Force.
Administration
The Administration Department keeps the
internal operations of the authority operating
efficiently and economically. The department
is composed of Human Resources, Finance,
Purchasing/Contracting, the Capacity Building
Office and Records and Risk Management.
This department also oversees the authority's
comprehensive effort to promote minority-and
women-owned business contracting opportunities

Affordable Housing
The Affordable Housing Department is composed
of Housing Management, Maintenance and Modernization,
the Housing Choice Voucher Program and Resident
Services. Through its Affordable Housing
Department, RRHA manages and maintains housing
developments for low-income families, developments
for low-income elderly and the disabled,
and a number of scattered-site single-family
units. Additionally, under the Housing Choice
Voucher Program, RRHA provides rental assistance
to private market landlords on behalf of
eligible families.
Affordable Housing provides programs and
services for the families of public housing
to advance self-sufficiency and affect the
quality of life for residents through the
Resident Services Division. RRHA residents
can participate in a wide array of programs
focusing on education, culture, recreation,
and employment and training. Programs are

Community Revitalization
The Community Revitalization Department,
comprised of Development, Redevelopment,
and Homeownership programs, works with the
City of Richmond to designate certain neighborhoods
as redevelopment or conservation areas,
and these designations allow RRHA to revitalize
neighborhoods. RRHA acquires land in the
targeted areas, carefully selects developments
and is able to provide low-interest loans
and offer tax incentives to developers and
first-time homebuyers. RRHA works with neighborhood
residents, public housing residents and
homeowners alike to build successful, economically
mixed-income communities. These community
redevelopment activities range from residential
to commercial to industrial revitalization.

Communications Office
As RRHA works to achieve, maintain and
exceed its success the Communications Office
works to share the information and stories
about these efforts with various audiences
and stakeholders. This department oversees
the Authority's internal and external communications
efforts which include media and public relations
initiatives, the production of publications,
newsletters, informational brochures and
the management of the agency's website.
Additionally, the department directs the
agency customer service efforts through
various community relations programs, initiatives
and events along with staff training and
organizational development efforts to advance
the agency's commitment to quality customer

Information
Technology, Planning and Research
The Information Technology, Planning and
Research department is a strategic asset
to the Richmond Redevelopment and Housing
Authority whose efforts and resources are
aligned with the authority's business goals
and objectives. This alignment will be achieved
via the development and evolution of the
Information Technology Strategic Plan.
Our contribution to the success of the
authority is achieved by maintaining the
highest level of customer support possible,
for both internal and external customers,
through a philosophy of continuous improvement
and renewal. The Information Technology
department is responsible for all computer,
telecommunications and software systems
support and development. By closely and
proactively allying our resources to all
business areas we ensure that systems evolve
to meet the current and future needs of
the agency and its customers.
