The Richmond Redevelopment and Housing Authority (RRHA) is proud to partner with the city of Richmond for the Neighborhoods in Bloom Program, the most progressive and focused neighborhood revitalization program the city of Richmond has ever seen.

In 1999, the Richmond City Council named the first six neighborhoods to be the subjects of the program:

  •Southern Barton Heights
Blackwell
•Church Hill Central
•Highland Park
•Jackson Ward

In these six neighborhoods, RRHA will be working with neighborhood organizations and residents to advance community revitalization by:

 
•Making available various rehabilitation loans and grants

•Providing homebuyer education

•Helping homeowners make minor repairs
