Named
after George Washington Carver, during the
decades after the Civil War, Richmond's
historic Carver neighborhood was the home
of many emancipated African-Americans. Over
the years, many prominent Richmond churches
and businesses have also laid down roots
in Carver, a neighborhood named after George
Washington Carver.
Sadly,
by the mid-1970s, Carver fell into decline.
However, in 1986 the Richmond City Council
designated Carver a redevelopment and conservation
area and approved RRHA's Conservation
and Redevelopment Plan for Carver, a
comprehensive plan to eliminate dilapidated
housing, rehabilitate substandard housing,
and build affordable housing.
