In November of 1992, following a two-year study which involved the city of Richmond, RRHA and area residents, property owners and civic groups, Richmond City Council approved the Church Hill North Conservation Plan. The Church Hill North area is bounded by East Marshall Street to the south; North 29th and North 25th Street to the east; "M", "N" and "O" Street to the north and North 23rd and North 25th Streets to the west.

This comprehensive program is funded by CDBG funds, the city's Capital Improvement Budget, HOME, Section 108 and local private lenders. It was developed to remove blight and improve housing conditions. The Church Hill North Program was developed with the goal of achieving substantial impact within the first five years of a projected 15-year program.

RRHA's efforts have included rehabilitation loans/grants, demolition, Housing Repair Grants, relocation of families from dilapidated units when necessary to standard housing, and new construction of single-family units and townhouses.
