In November 1966, the Richmond City Council requested a study of conditions in Fulton and by mid-1968, RRHA was meeting with residents to develop a plan of action.

At that time, of the 859 buildings in Fulton, 86% were substandard and plans were made to redevelop the area. A total of 1,303 parcels were acquired, 785 households relocated and 859 structures were demolished.

To date, RRHA has built 179 single-family units, 314 multifamily units (including 64 family public housing units), and a church in Fulton, along with the development of a neighborhood park in cooperation with the city of Richmond.

Seven Industrial sites have been sold along with infrastructure work that included new roads, alleys, curbs, gutters, lights and landscaping.

RRHA will complete the Fulton Urban Renewal Plan with the construction of up to 71 more single-family houses in 2007-09.
