Located in south Richmond along both sides of Pilkington Street south of Hull Street, the Newtown South revitalization program provides for the acquisition of vacant land and parcels with dilapidated housing to be developed with new homeownership housing for lower-income home buyers. RRHA staff work closely with the Newtown South Civic Improvement League to identify parces to be acquired, identify partners and prospective developers to design and build affordable homes in the neighborhood and develop financing opportunities to help lower-income home buyers purchase the homes.

A comprehensive housing plan has been developed by the city, RRHA, the Richmond Better Housing Coalition and the Newtown South Civic Improvement League. As a result, new homes have been constructed and grants were made available that included closing costs, settlement cost assistance and site improvement grants.
