The
Old Manchester Redevelopment Project was
approved by the Richmond City Council in
July 1993. The plan calls for the development
of a 180-acre, premier, in-town, mixed-use
community located south of the James River
between Cowardin Avenue, Commerce Road and
the alley between Bainbridge and Hull streets.
The
goal of the redevelopment plan is to transform
vacant and under-utilized land into a revitalized
neighborhood. Initial development efforts
in the area resulted in a 128,000-square-foot
office building owned jointly by Crestar
Bank and RRHA to house the Crestar Mortgage
Corporation
Headquarters.
Currently,
in the Old Manchester area RRHA is underway
with planning for the construction of single-
family market-rate homes in the block bounded
by Perry, Porter, 11th and 12th Streets.
The
homes will average at $122,000 and offer
1,400 to 1,670 square feet.
