In
the late 1960s a comprehensive study conducted
by the Richmond Redevelopment and Housing
Authority (RRHA) and the city of Richmond
identified Randolph as an area containing
an extensive amount of deteriorated and/or
vacant housing. The community of Randolph,
working with planners from RRHA and the
city of Richmond, developed a plan to rebuild
their neighborhood.
Because
of Randolph's redevelopment, Randolph offers
its residents public housing, leased/purchase
housing for homeownership, housing for the
elderly; Housing Choice Voucher Program
(formally Section 8) subsidized housing
and single-family, market-rate homeownership
for moderate and upper income homebuyers.
In addition, redevelopment efforts have
been augmented with the city of Richmond's
development of a new community center, recreation
area and community swimming pool.
The
results of RRHA's redevelopment work in
Randolph have received national recognition.
Urban planners, elected officials and housing
authorities from across the nation have
come to study the revitalized Randolph community.
In
the summer of 2004, RRHA and it's developer
Premiere Homes LLC began construction
of 70 new single-family homes, which will
represent the final phase of redevelopment
for that community.
