With
its conservation and redevelopment programs,
the authority removes blight by acquiring
and rehabilitating existing houses or demolishing
dilapidated buildings and constructing quality,
affordable single-family houses. In revitalizing
areas of the city designated "redevelopment
and conservation areas," RRHA attracts families
and businesses to the city.
In
areas of the city called "conservation areas,"
RRHA preserves neighborhoods and commercial
districts primarily by rehabilitating existing
structures. Preserving buildings of historical
and architectural significance is an integral
part of conservation and redevelopment programs.
In conservation areas, RRHA provides loans
and incentives for commercial and residential

Other
programs in redevelopment and conservation
areas -- the Spot Blight Program and Neighborhoods
in Bloom, enable RRHA to rehabilitate individual
properties and to work with the city on
an aggressive revitalization campaign in
six Richmond neighborhoods.
Because
community involvement is necessary to the
success of redevelopment, RRHA's Planning
and Community Development Department works
closely with community residents and other
partners.
Funding
for RRHA's conservation and redevelopment
programs comes from the U.S Department of Housing and Urban Development (Virginia HUD office), and Community Development Block
Grant (CDBG) funds, which the city
of Richmond makes available under the
federal Housing and Community Development
Act, local lenders and other government
agencies.
