The Richmond Redevelopment and Housing Authority's
(RRHA's) $26.9 million HOPE VI grant is being
used to develop rental housing units and single-family homes, creating a mixed-income
neighborhood. The 540 housing units will be
made up of
* 161 multi-family rental units in Blackwell;
* 188 new single-family houses in Blackwell;
* 120 homeownership units in three other Richmond
communities;
This new housing will revitalize Blackwell,
encourage the growth of business on Hull Street
(Blackwell's commercial thoroughfare), continue
the rejuvenation of Richmond's south side
and expand affordable homeownership opportunities throughout
the city of Richmond.
Single- Family Homes Under Construction!
In the Blackwell community, the construction of 308 single-family homes
is underway. 188 homes will be constructed
in the Blackwell community and 120 homes
in neighborhoods around the city.
Down payment assistance, financial incentives and free homeownership counseling are available for qualified buyers to purchase one of these homes! Buyers may qualify for up to $70,000 in grants and incentives; and RRHA pays closing costs up to $6,000.

Additionally in the Blackwell community, 37 homes are under construction by SCDHC, the homes will be in the area of 11th and Decatur Streets, and will range from 1,450 to 2,040 square feet with three or four bedrooms and many amenities such as decks, front porches with decorative railings and columns, wall-to-wall carpeting and vinyl flooring. Homes will range in price from approximately $150,000 to $190,000 and down payment assistance, closing costs and other incentives are available for qualified buyers.
And, 45 homes are under construction by our partner the Better Housing Coalition, in the Oak Summit subdivision. Down payment assistance, closing costs and other incentives are available for qualified buyers.

In the Fulton neighborhood, the HOPE VI Program is bringing 32 energy efficient homes in the area of the 900 block of Admiral Gravely Boulevard, by RRHA’s development partner, Health-E Communities Enterprises LLC. The homes are approximately 1,500 to 2,000 square feet with prices starting at$160,000. The homes will offer 3 to 4 bedrooms; 2 and ½ baths, carpeting, vinyl flooring, single car garages, energy star rated window and more. Down payment and closing costs assistance and other incentives available for qualified buyers.

In the Swansboro community, the Hope VI program has brought 16 homes constructed by the RRHA development partner Southside Community Development and Housing Corporation (SCDHC). Eight single-family homes were built on Pilkington Street, ranging in size from 1,500 to 1,800 square feet, and eight homes were rehabbed. Prices range from mid $140,000 to mid $180,000 and will offer amenities such as three to four bedrooms, 2 and ½ bathrooms, wall-to-wall carpeting and more.

New Mixed-Income Rental Housing Units:
The Townes at River South
In August 2001, just one year after RRHA held a groundbreaking to commemorate the start of construction on the first housing built under HOPE VI, former Blackwell residents and families new to Blackwell began moving into these attractive, privately owned, newly constructed rental units, called the Townes at River South.
The well-built townhouse-style units of the Townes of River South offer two-, three- and four-bedrooms; 1,000 to 1,400 square feet of living space; air conditioning; decorative landscaping; private front and rear porches, exterior storage, dishwashers, washer-dryer hook-ups, garbage disposals, wall-to-wall carpeting, mini-blinds, energy-saving construction and rear-entrance parking. Residents also have access to a community laundry facility. The units are home to low- and moderate-income families.
