RRHA’s Strategic Plan: Building Vibrant Communities
The work of the Richmond Redevelopment and Housing Authority (RRHA), its residents and many stakeholders has resulted in the development of an ambitious and far reaching Five-Year Strategic Plan that will allow RRHA to lift Richmond’s neighborhoods, while providing economic opportunities and expanded housing options for an improved way of life for public housing residents and those seeking quality affordable housing.

RRHA, the largest housing authority in the Commonwealth of Virginia, serves nearly 10,000 residents and manages nearly 4,100 units through its Public Housing Program and through its various Housing Choice Voucher Programs (Section 8) provides subsidized housing assistance to approximately 3,100 families. RRHA also manages neighborhood redevelopment and conservation programs throughout the city of Richmond.

The Five-Year Strategic Plan incorporates new affordable mixed-income housing, family self-sufficiency opportunities for residents and the development of mixed-use communities. RRHA will accomplish this through partnerships with business large and small and local, state and federal agencies to help us revitalize neighborhoods.

RRHA is very excited about this opportunity and its partnership with the City of Richmond! Recently, Richmond Mayor L. Douglas Wilder announced the city’s Interagency Task Force to strengthen coordination and effectiveness among City departments and agencies relating to all aspects of neighborhood vitality. “We must address the dire need to create more flourishing neighborhoods across the city by taking steps to deconcentrate poverty and public housing, which can be replaced with mixed –use, mixed income neighborhoods,” the Mayor said. A primary objective of the Task Force will be to coordinate assistance in the implementation of RRHA’s strategic plan. “It is critically important that all of the City entities work together effectively to advance the goals of the RRHA strategic plan,” the Mayor said, “because the need for taking such action is so evident."

The successful history of the Richmond Redevelopment and Housing Authority is based upon partnership. RRHA knows the importance and value of involving residents, community leaders, stakeholders and others in its efforts. RRHA also knows that the Five- Year Strategic Plan is an ambitious plan, and has every confidence that the Authority, the City of Richmond, its residents and the community-at-large have the expertise and commitment to achieve the goals of the plan --- nothing less will be accepted for our families and this city.

RRHA will utilize the best and brightest this city has to offer – our public housing residents, educators, business leaders, developers, financial experts, RRHA staff and our partners in government- all working together to successfully revitalize Richmond’s neighborhoods.
