Housing Choice Voucher Program

The Housing Choice Voucher Program (formerly Section 8) provides rental assistance to qualified low-income families in the private rental market. RRHA forms partnerships with landlords to provide quality housing throughout the city of Richmond and metro Richmond areas.

Through the Housing Choice Program families can secure quality housing in the neighborhood of their choice.

Program participants locate apartments, duplexes and single-family dwellings which RRHA inspects. Participating families may pay up to 40 percent of their income for rent and utility expenses and the U.S Department of Housing and Urban Development (Virginia HUD office) subsidizes the amount.

RRHA performs annual inspections of Housing Choice subsidized units to ensure that they meet federal standards.

The Housing Choice Voucher Program is a three-way partnership between the HCVP participant, RRHA and the owner or landlord of the housing unit.

Moving with a Housing Choice Voucher

The Housing Choice Voucher Program allows families to move from one Housing Authority to another with a voucher program.

If you are a RRHA client and you decide to move to another state or Housing AUthority, you must give a 30-day written notice to RRHA and your landlord. However, it is always important to check your lease. Your landlord may require a 60-day notice. Contact your current HCVP staff representative for assistance.

If you are not a RRHA client and wish to move to Richmond, Virginia, you must have your current Housing Authority transfer your voucher to RRHA's program. Have your current Housing Authority contact RRHA at:

  • (804) 780-4361 (Fax # 804-644-1445)
  • or write to RRHA - Housing Choice Voucher Program, at 918 Chamberlayne Parkway, Richmond, VA 23220

It is also important for you to know that when you move from one Housing Authority to another:

  • A different voucher will be issued to you. The new Authority may change the size of your voucher
  • Fair Market Rents limits or payment standards may be different
  • Utility allowances for the new Authority may be different and may affect the amount you pay.

If you are a RRHA client and you need more information about moving with your Housing Choice Voucher contact your RRHA representative or call RRHA at (804)780-4361 or e-mail us at info@rrha.com.
